Workplace Safety & Health Officer

About the job

We are looking for a registered Workplace Safety & Health Officer (WSHO) to lead and oversee Workplace Safety & Health (WSH) matters across our civil and infrastructure project sites.

You will work closely with Project Managers, Engineers, site teams, subcontractors, clients and relevant authorities to implement effective WSH systems, identify and control workplace risks, prevent incidents and ensure that project activities are carried out safely and in compliance with statutory, client and project requirements.

This is a hands-on site-based role with responsibility for driving WSH standards, monitoring compliance and supporting a strong safety culture across project operations.

Key Responsibilities

  • Discharge the duties and responsibilities of a WSHO in accordance with the Workplace Safety and Health Act and applicable subsidiary legislation.
  • Develop, implement, review and maintain the Project WSH Management System, WSH plans, procedures, records and performance statistics.
  • Conduct regular site inspections, safety observations and audits to identify hazards, unsafe conditions and unsafe practices, and ensure timely corrective action.
  • Review construction method statements, risk assessments, safe work procedures, permit-to-work requirements and other WSH controls before work activities commence.
  • Advise the Project Manager, Engineers and site teams on statutory, client and project-specific WSH requirements.
  • Monitor the implementation and effectiveness of WSH controls and follow up on outstanding corrective and preventive actions.
  • Exercise stop-work authority where there is imminent danger, serious WSH non-compliance or an unsafe condition, and verify that appropriate controls are implemented before work resumes.
  • Lead or support the investigation of incidents, accidents, near misses and dangerous occurrences, including root-cause analysis, reporting and follow-up of corrective and preventive actions.
  • Conduct or coordinate site safety inductions, toolbox briefings, refresher training, emergency drills and safety-awareness programmes.
  • Monitor subcontractor WSH performance and ensure that required documentation, worker competency, training, risk controls and safe work practices are properly implemented.
  • Prepare WSH reports, statistics, inspection findings and management updates, and support regulatory and client inspections and audits.
  • Support bizSAFE, ISO certification and other WSH-related audits, assessments and improvement initiatives.
  • Work closely with project teams to promote proactive hazard identification, risk awareness and continuous improvement in WSH performance.

Qualifications & Requirements

  • Valid registration with the Ministry of Manpower (MOM) as a Workplace Safety and Health Officer.
  • Recognised WSH qualification and academic background meeting the applicable MOM registration requirements.
  • Minimum 3 years of relevant practical WSH experience, preferably in civil engineering, construction or infrastructure projects.
  • Relevant post-registration WSHO experience will be an advantage.
  • Sound knowledge of the Workplace Safety and Health Act, applicable subsidiary legislation, construction safety requirements, risk management, incident investigation and WSH audit practices.
  • Strong report-writing, communication, coordination and stakeholder-management skills, with the confidence to enforce WSH requirements professionally and constructively.
  • Able to work closely with Project Managers, Engineers, supervisors, workers, subcontractors, clients and regulatory authorities.
  • Strong observation, analytical and problem-solving skills, with a practical understanding of site operations and construction activities.
  • Experience in rail, tunnelling, underground infrastructure or LTA-related projects will be an advantage.
  • Ability to undertake Environmental Control Officer (ECO) duties, where required, will be an advantage.
  • Relevant additional WSH, safety, environmental or audit certifications will be an advantage.

Work Arrangement

This is a site-based position requiring regular presence at project sites to conduct inspections, audits, briefings, investigations and WSH coordination.

The incumbent must be prepared to perform ad hoc shift work and attend site outside normal working hours, including night work, where required for project activities, critical operations, incident investigations, inspections or other operational requirements.
